Q. What are the requirements for the appointment of Assistant Professor under TTS?
A. It is required to have a Ph.D from a recognized institution and excellent written communication skills as well as excellent presentation skills.
Q. What are the requirements for the appointment of Associate Professor under TTS?
A. It is required to have a Ph.D. in the relevant field with either 6-years post-Ph.D. or minimum of 4-years of post-PhD experience with at least 6 years of experience prior to the PhD. In addition 10 research publications (with at least 4 publications in the past 5 years) in Internationally Abstracted Journals, recognized for the purpose of appointment on Tenure Track by the Higher Education Commission
Q. What are the requirements for the appointment of Professor under TTS?
A. It is required to have a Ph.D. in the relevant field with either 11-years post-Ph.D. or minimum of 7-years of post-PhD experience with at least 12 years of experience prior to the PhD. In addition 15 research
publications (with at least 5 publications in the past 5 years) in internationally abstracted Journals, recognized for the purpose of appointment on Tenure Track by the Higher Education Commission.
Q. What are the factors for award of increments under TTS?
A. A faculty member may be awarded advance increments on the basis of the following factors:
i. Quality and number of HEC recognized International refereed journal publications, conference presentations and publications and reports.
ii. Number of Ph.D. and MS thesis supervised
iii. Funding record: Amount of funding received from sources other than ones own institution.
iv. Market factors
Q. How many advance increments can be awarded to a faculty member under TTS?
A. A faculty member may be awarded a maximum of4 advance increments.
Q. How an Institution can avail financial contribution from HEC for TTS appointments?
A. Institution may enact the approved tenure track statutes following their respective process of enactment of statutes. Such institutions will subsequently be eligible to receive additional Government funding for tenure track appointments if required. For the purpose the University may write to the Advisor (Finance) of the HEC.
Q. Is it necessary that all the TTS appointments to be recommended by the Technical Review Panel (TRP)?
A. Except Assistant Professors all other appointments must be recommended by at least two members of Independent Technical Review Panel (TRP) constituted by the respective University for the purpouse.
Q. What is Technical Review Panel (TRP)?
A. Technical review Panel (TRP) is to be constituted by the University that should be composed of eminent international academician and researchers in the relevant area, drawn only from technologically advanced countries.
Q. How Technical Review Panel (TRP) is constituted?
A. The following criteria should be followed while selecting members of the TRP:
i. Should not have served as Supervisor/Co-Supervisor of the candidate under review.
ii. Should not have been a student of the candidate.
iii. Should not have been a co-author of the candidate on any publication.
iv. Must have the rank of an Associate Professor or above in a recognized university or equivalent position in a recognized research organization. He/She also must not have a lower rank than the applicant.
Q. What are the rules for Sabbatical Leave under TTS?
A. A faculty member on tenure track may proceed on Sabbatical Leave at the rate of one semester (4 months) paid leave for every three year of service in the university. The leave period shall count towards the Tenure Track probationary period, if applicable. Sabbatical leave may not be combined with any other leave.
Q. What are the benefits for the existing faculty members appointed under TTS?
A. The salary scales are all inclusive and no other allowance (PhD. allowance, medical allowance, orderly allowance etc.), or benefit will be admissible to the concerned faculty members, except gratuity equal to one month’s pay for each completed year of service. For this purpose the pay would mean the last pay drawn after each completed year of service.
Q. Can I have a copy of the complete version of this Statutes approved by the HEC?
A. Yes, there is a "Model Tenure Track Statutes" to be followed as a Model frame work by the Universities which can be found on the website of the HEC, http://www.hec.gov.pk, under the caption ‘Quality Assurance Division’.
Q. What is the difference between Tenure appointment and Tenure Track Appointment?
A. It is to be understood that appointment of a faculty member on Tenure Track and appointment as a tenured faculty member are two different things. Being on Tenure Track means that one holds promise to be granted permanent Tenure. This means that, during the next 4 years (Associate Professor/Professor) OR 6 years (for Assistant Professor), one has the potential to do good research, establish a research group and demonstrate research excellence in order to attain tenure status which will be awarded after a final Tenure Review as prescribed in the Model Tenure Track Statutes.
Q. Can a faculty member, while on Tenure Track, rather than Tenure assume responsibility in an administrative capacity such as Vice Chancellor?
A. A faculty member on Tenure Track cannot assume responsibility in an administrative capacity unless one attain tenured status only such faculty member can assume responsibility in an administrative capacity of Vice-Chancellor.
Q. Can a faculty member, while on Tenure Track, rather than Tenure assume responsibility in any academic administrative post, such as Director Research, Chairperson, Dean etc.
A. Yes a faculty member working under Tenure Track can assume responsibility in an administrative position of Director Research, Dean of a faculty and Head of a Department only, upto June, 2014. After June 30, 2014, only tenured faculty members will be eligible for such appointments. Regardless of administrative responsibilities a faculty member on Tenure Track is expected to be actively involved in research.
Q. Is only a PhD degree considered to be the Terminal Qualification for appointment under TTS across the board in all disciplines?
A Generally possession of a Doctorate/relevant terminal qualification is required by a candidate to be appointed to the post of Assistant Professor, or above. However, in the in some disciplines certain other degrees, as given below, are considered to be a Terminal Qualification for appointment under TTS:
a) In the case of a faculty member in the Clinical Medical Science discipline would be MS/MD/MDS/MPhil FCPS(Pakistan) / Membership of Royal Colleges (UK) / Diplomat of American Board and equivalent (as determined by HEC).
b) In the case of Law the relevant terminal qualification would be Llm (law) or JD.
c) In the case of Arts and Design (Studio Practice) and Architecture Discipline the relevant terminal qualification would be Master’s (Foreign) or M.Phil (Pakistan) or equivalent degree in the relevant field as determined by the HEC.
Q. Can sabbatical leave be granted to a faculty member working under Tenure Track System?
A This is to clarify that for the existing faculty who opted for TTS and were eligible for sabbatical leave on BPS basis may be allowed to avail this facility even after joining TTS. However, the payment during leave should be
equivalent to BPS. This period of Sabbatical leave will however, be counted against the probationary period on TTS.
Q. Is a faculty member allowed to proceed for deputation in other Organization/Institution?
A. A faculty member while on Tenure Track cannot proceed on Deputation to any other organization.
Q. Can a faculty member, working under TTS, resign from service and join back BPS in the same or in any other Organization/Institution?

A. The faculty members working under TTS are strongly discouraged to resign from TTS. Nevertheless, the existing faculty after joining on TTS can join back on the respective substantive post only if their Tenure appointment is not approved after final hard review. If, in the mean time, a faculty member decides to resign from his/her Tenure Track position, s/he will have no right of absorption back in the University.
An existing faculty member (who has transferred form BPS to TTS) reverts back to BPS due to unsatisfactory performance under TTS, he/she cannot rejoin TTS. Similarly such faculty members while on TTS cannot revert back to BPS on his/her own accord.
Q. Can a faculty member, working under TTS, apply against advertised TTS position in the same or in any other Organization/Institution?
A. If, a faculty member on tenure track chooses to apply against an advertised TTS/BPS position (before completing his/her track/probation period) in the same university, he/she would be required to resign from the university service and then apply. The relaxation given to existing faculty members (transferred to TTS from BPS) to retain their lien with the BPS positions will be allowed only once during the entire career.
Q. Is a faculty member, working under TTS, considered automatically for promotion to the next cadre upon completion of 4 years (For Associate Professor) OR six years (For Assistant Professor)?
A. As a general rule an Assistant Professor /Associate Professor on track/probation, before being considered for promotion to the next cadre, must first secure Tenure in their positions in accordance with the prescribed Tenure Track procedures.
Criteria for Faculty Appointment
Q.
i) Is an applicant, having a D grade in Matriculation / FA / F Sc., eligible for appointment as Lecturer or not?
ii) Do the criteria for eligibility of Lecturer apply for appointment of Senior Instructor (BPS-17) as well or not?
A. Regarding point (i) it is clarified that the letter No. 8-65/HEC/A&A/2007/2324 dated August24, 2007, was issued in the context of grades earned under the Semester system of education and are based on the CGPA obtained by the student, while the grades obtained in Matriculation/Intermediate level in the Annual system of examination are based on total marks. Also, on the back side of the HSC and SSC certificates, it is clearly mentioned that 2nd division refers to 45% or more marks. Thus a D grade in Matriculation/FA/F Sc. could be a 2nd or a 3rd division. Therefore, you may ignore the grade in this case and use 45% as the cut off line for determining the eligibility of candidates for Lectureship.
Regarding point (ii) it is to be clarified that the condition of ‘no 3rd division in career’ is applicable to the designation of ‘Lecturer’ and not to other designations such as Senior Instructor (BPS-17).
