IRI ORGANIZES LECTURE ON THE IMPACT OF INFLATION ON DEFERRED PAYMENTS: A PERSPECTIVE OF ISLAMIC LAW
Report By: Hafiz Atiq ur Rehman
Islamic Research Institute International Islamic University organized a lecture on “Mu’akhkhar Ada’igiyon par Ifrat-i Zar kay Atharat: Shar‘i Nuqtah-i Nazar” The Impact of Inflation on Deferred Payments: A Perspective of Islamic Law at Faisal Mosque Campus of the University.

Professor Dr. Mohyuddin Hashmi, Department of Islamic Thought, Faculty of Arabic and Islamic Studies, Allama Iqbal Open University Islamabad was the guest speaker whereas Professor Dr. Zia-ul-Haq, Director General, IRI presided over the session. Academicians, teachers, and students from both campuses attended the lecture.

Dr. Hashmi, in his lecture, stated that inflation has become a serious financial problem after the legal money replaced the real money in the monetary system of the world. He, further, emphasized that this problem is more badly affecting Muslim world by two ways, firstly because inflation rate in developed countries is mostly very low and secondly because they have a system of adjusting inflation rate in the interest rate whereas in most of the Muslim countries inflation rate is very high.

He highlighted that high-inflation-rate violates human rights and breaches the Islamic justice system regarding deferred payments, prescribed in the Qur’an 2:279.

Dr. Hashmi opined that the only available, practical solution to protect the rights of humans against the menace of inflation is to relate the deferred payments to the indexation system. He presented a number of arguments in favor of his opinion, including that this view is more approximate to the spirit of maqasid al-shari’ah (purposes of Islamic law). He concluded his lecture with responding to the arguments of those scholars who oppose connecting the deferred payments with the indexation system. It is to note that IRI has recently published Dr. Hashmi’s book on the same subject.

Professor Dr. Zia-ul-Haq, in his speech on the occasion, thanked Dr. Hashmi for sparing precious time and delivering such a scholarly and timely lecture.

He emphasized that this is an academic debate and Dr. Hashmi is one of the pioneers who initiated this debate by contributing a research paper to Fikr o- Nazar (a research journal of IRI) in early 1990s. Other scholars later joined the debate and consequently a rich academic literature has been now produced on the subject. He opined that the time has come to reap the benefits of this debate and to contextualize the shari’ah in our ever-changing world. He further introduced IRI to the audience and emphasized the role that IRI has played in advancement of research and knowledge. He reiterated that IRI will continue playing its role in light of its objectives. He concluded his talk with thanking again Dr. Hashmi and participants for making such a beneficial event possible. After the lecture there was a question-answer session in which the audience enthusiastically participated.
