IIUI mission is to transform the society by promoting education, training, research, technology, and collaboration for reconstruction of human thought in all its forms on the foundations of Islam.
The Sindh Educational Endowment Fund (SEEF) will award scholarships only to following:
Regular, full time, deserving meritorious and needy students at graduate and post graduate level at institutions already approved by SEEF.
Special Quota Scholarships will be awarded to meritorious and deserving students who fall in at least one of the following categories:
Orphan students
Children of government employees
students belonging to minorities
student with special needs (Disabled persons quota)
CATEGORIES OF INSTITUTIONS:
As a policy SEEF will allocate scholarships for Public as well as Private sector educational institutions. The sector wise allocation of number of scholarships is as follows: –
Public Sector/Government Educational Institutions 60%
Private Sector Educational Institutions 40%
However, exact number may vary depending on needs.
SCHOLARSHIP TO STUDENTS ON RECIPROCAL-BASIS ADMISSIONS:
Besides awarding scholarships to students studying in Sindh, scholarship quota has also been allocated for students who are domiciled in Sindh and are receiving education at institutions in other provinces, including Azad Jammu & Kashmir and Gilgit Baltistan (GB).
WHAT IS COVERED IN SCHOLARSHIP?
Following provisions are admissible for scholarship:
Tuition fee full amount for an academic year
All scholarship grants are subject to renewal by SEEF BoT. The students must be eligible for renewal of Endowment Fund.
APPLICATION PROCEDURE
SEEF advertises the Endowment Scholarships through leading newspapers and website of Government of Sindh and College Education Department.
Eligible candidates may apply for scholarship through their respective institutions/colleges/universities.
SEEF will collect data of eligible students from institutions on the panel of SEEF and announce/communicate dates for interviews.
The institutions on panel of SEEF will contact the students who have applied for and are eligible for SEEF scholarship to appear before the interview committee.
The interview committee will conduct the interviews and prepare and submit a merit list of students for consideration to the Secretary SEEF, through Secretary, College Education Department.
The Secretary SEEF will arrange to convene a meeting of the SEEF Board at the earliest convenience of the Chairman.
The Board will review the submitted cases in order of merit as submitted. The merit list submitted to the SEEF Board will only be recommendatory and shall not be binding upon the Board as Board may relax conditions for deserving candidates as it deems appropriate.
POLICY GUIDELINES
Following are Policy Guidelines for short listing and finalizing the list of candidates. The Board reserves the rights and power to amend any of the guidelines:
Meritorious and needy students will be considered for award of SEEF scholarships subject to students meeting conditions and eligibility criteria.
Meritorious students who successfully maintain their enrolment/registration in their course/program of study and students who get admission in first year of program in the programs/courses at listed institutions are eligible to apply. Any students who fail to move to next year of program of study shall not be considered until they enter the next year of program.
The award is announced on the basis of an academic year regardless whether a student is enrolled/registered in a semester, quarter or an annual system.
For each faculty/department in an institution, a gender ratio of 50/50 shall be followed during application review process. In case there are no eligible students for filling gender allocated seats, the seats will be allocated to next eligible student in the merit list, regardless of gender (Illustration: There are 10 seats in Business faculty where 7 females and 3 males are eligible. All males will be selected leaving behind two seats for males which will be allocated to the remaining students, which in this case, are the 02 eligible females)
2% special quota will be allocated for students with Special Needs (Disability quota),
2% special quota will be allocated for students belonging to minorities’ groups (minorities’ quota).
5% quota will be allocated for orphan children of government servants who died while in service, and government pensioners who retired on reaching superannuation.
05% seats are reserved for children of employees of Governments in Pakistan, where parents and children are all domiciled in Sindh. Conditions and requirements for domicile are described in paragraph 13(u).
In case any quota remains unutilized, its allocation will stand transferred to common pool in that institution.
The special quota shall be decided first, giving equal share to each gender. The balance seats shall be allocated as described in the table 14.1. As number of other genders is expected to be small, seats will be taken from the two main genders on equal basis.
Scholarships for studies abroad is not covered under SEEF program.
Only students registered and enrolled in listed programs at educational institutions included in the panel of Sindh Educational Endowment Fund will be eligible for applying.
Eligibility does not guarantee grant of scholarship. Students must meet all other criteria. SEEF Board is the competent authority. It may reject or consider any application and its decision shall be final. The reason for rejection shall however be recorded.
Number of scholarships are limited therefore all applicants may not get a scholarship.
(o) Acceptable proof of income documents will be, subject to acceptance by interview committee, any or all of the following;
FBR income tax return of the previous year for parents and self (if applicable)
Pay slip
Bank statement showing regular salary deposits
Family members of government/semi-government/autonomous/statutory autonomous bodies’ employees in government grade BS 10 (or its equivalent gross salary) and above shall submit previous year’s FBR tax returns. No exceptions.
Any other acceptable proof of income such as rent agreement supported by corresponding bank statement showing deposits etc.
The interview committee may use one or more proofs for income assessment.
Family income is the basic criteria. Family is described as applicant, his/her father and mother. Family income is the sum of incomes of mother, father and the applicant (if applicable) during the last financial year ending June 30.
Income includes all salaries, allowances, bonuses and honoraria and payments, described as “Income” by Federal Board of Revenue (FBR). For sake of calculation of eligibility, Family income shall be “Income” net of taxes for the previous financial year earned by the family.

SCHOLARSHIP DISBURSEMENT POLICY
The Sindh Educational Endowment Fund (SEEF) disburses scholarship stipend to students through institution where applicant is studying/registered/enrolled. A crossed cheque/ demand draft /pay order will be the instrument of payment.
The public sector institutes shall also receive the tuition fee, the 25% administrative expenses for first year students, and 10% administrative expenses for 2nd and later year students. The institution shall disburse the students’ portion through crossed cheque/pay order. This policy measure is in line with spirit of orders of Honorable High Court of Sindh aimed at improving situation for low income families.
The students are required to provide their educational institution bank account details which shall also be shared with SEEF.
Scholarship stipend is disbursed on annual basis through the educational institution where a scholar is enrolled. Payments for students’ tuition fee and administrative expenses shall be sent out to the head of the institution who will ensure that payments are made following financial rules and prescribed accounting procedures.
CANCELLATIONS AND TERMINATIONS
If a scholar has changed his/her institution, degree/course /program and/or academic session; the Sindh Educational Endowment Fund (SEEF) will discontinue the scholarship for the student. The student must report the switch or termination within 15 days. If the student fails to communicate within the stipulated time, he will become ineligible for any future SEEF scholarships.
The student may apply afresh. SEEF may consider his case again subject to eligibility and availability, subject to adjustments with regards to previous scholarship proceeds.
SEEF may cancel the scholarship at any time without assigning any reason.
SEEF may use any or all means to verify credentials and material facts reported in student’s applications. Falsifications and misrepresentations found at any stage shall result in actions, not limited to, recoveries, criminal charges and disqualifications etc. SEEF may resort to legal course of action as and when deemed necessary.
REDRESSAL OF GRIEVANCE
SEEF Board has powers to redress grievances.
SEEF does not entertain anonymous complaints.
